Et un point de vue capital est absent pour analyser et influencer ces dynamiques coupl\u00e9es, aujourd\u2019hui soumises aux seuls al\u00e9as du march\u00e9. \u00abOn ne peut pas continuer \u00e0 r\u00e9fl\u00e9chir en s\u2019arr\u00eatant \u00e0 la fronti\u00e8re : il nous manque une perspective plus globale et comparative\u00bb, indique <strong><a href=\"https:\/\/liser.elsevierpure.com\/en\/persons\/magdalena-gorczynska-angiulli\">Magdalena Gorczynska-Angiulli, chercheuse au Liser<\/a>.<\/strong><\/p>\n<p style=\"font-weight: 400;\">Raison pour laquelle l\u2019institut luxembourgeois milite pour la cr\u00e9ation d\u2019un Observatoire transfrontalier. Un dossier en ce sens a \u00e9t\u00e9 d\u00e9pos\u00e9 en d\u00e9cembre dernier pour solliciter un financement europ\u00e9en (Interreg) permettant la cr\u00e9ation de cet observatoire transfrontalier. Un march\u00e9 du logement transfrontalier s\u2019est, depuis plus de 20 ans d\u00e9j\u00e0, progressivement mis en place, avec tous les effets collat\u00e9raux li\u00e9s. Cette r\u00e9ponse improvis\u00e9e au manque de logements au Luxembourg \u00a0montre aujourd\u2019hui clairement ses limites: augmentation des co\u00fbts du logement pour les populations de ces r\u00e9gions ne travaillant pas au Luxembourg, temps d\u2019acc\u00e8s au travail excessifs (mobilit\u00e9), complexit\u00e9s administratives pour les frontaliers, etc.<\/p>\n<p style=\"font-weight: 400;\">Or, pour l\u2019instant, chaque pays analyse la situation de son c\u00f4t\u00e9 en s\u2019arr\u00eatant artificiellement et b\u00eatement \u00e0 la fronti\u00e8re. Et il n\u2019existe aucune coordination pour \u00e9tudier la mobilit\u00e9 r\u00e9sidentielle transfrontali\u00e8re. Il s\u2019agissait l\u00e0 d\u2019un premier pas vers de futurs travaux collectifs.<\/p>\n<p style=\"font-weight: 400;\">L\u2019Observatoire que l\u2019institut luxembourgeois appelle de ses voeux entend cibler, s\u2019il voit le jour prochainement, trois \u00e9l\u00e9ments cl\u00e9s: l<strong>e foncier, le logement et la population concern\u00e9e<\/strong>.
